Procurement Number: 56/AUDA/DOO/MIS/RFB/2024
The African Union Development Agency - New Partnership for Africa’s Development (AUDA-NEPAD), (hereinafter called “the Employer”) has received financing from AU member Staes and intends to apply part of the proceeds toward payments under the contract for Procurement of Data Centre Infrastructure as a Service (IaaS) for AUDA-NEPAD on Public Cloud Platform for Three (3) Years.
The Employer now invites sealed Bids from eligible Bidders for Procurement of Data Centre Infrastructure as a Service (IaaS) for AUDA-NEPAD on Public Cloud Platform for Three (3) Years more specifically to:
- Implement a robust and scalable IaaS solution.
- Enhance the organization’s ability to increase or decrease resources as needed.
- Ensure high availability, security, and compliance with industry standards.
- Reduce capital expenditure and optimize operational costs.
- Provide a flexible infrastructure that can easily adapt to changing business requirements.
- Migrate existing applications and stabilize service provision.
- Bidding will be conducted through continental competitive procurement using a Request for Bids (RFB) as specified in the applicable African Union’s “Procurement Manual” and is open to all eligible Bidders as defined in the Procurement Manual.
Bidding is open to all service providers registered and based in the Africa Continent who can demonstrate that they have provided similar services for the past five (5) years to at least three (3) corporate customers.
The Employer reserves the right to verify any information provided by prospective entities/individuals and false information will lead to disqualification. The Employer reserves the right to cancel or reject any or all Bids.

A complete set of the bidding documents in English may be downloaded (in read only form) from AUDA-NEPAD website (www.nepad.org/tenders) by interested bidders. A pre-bid meeting will be held on August 19, 2024 at 14h30 (further information is contained in the bidding documents)
All Bidders are eligible for this assignment only if they fulfil the following eligibility criteria:
- Have no conflict of interest in relationship to performance of this assignment;
- Are not subject to, and not controlled by any entity or individual that is subject to, a temporary suspension or a debarment imposed by the World Bank or any other multilateral development bank and being listed on the website http://www.worldbank.org/debarr or respectively on the relevant list of any other multilateral development bank. Further, are not ineligible under pursuant to a decision either as a matter of AU’s constitutive Act, or Resolution of the General Assembly of the Union, the AU prohibits commercial relations with a country, or by an act of compliance with a decision of the United Nations Security Council taken under appropriate Chapter of the Charter of the United Nations along with any of their sub-consultants, subcontractors, suppliers, or service providers for any part of the contract;
- Have not been convicted by a final judgement or a final administrative decision or there is judgment or pending legal action or subject to financial sanctions by the United Nations or Country for involvement in a criminal organisation, money laundering, terrorist-related offences, child labour or trafficking in human beings; this criterion of exclusion is also applicable to legal persons, whose majority of shares are held or factually controlled by natural or legal persons which themselves are subject to such convictions or sanctions;
- Are not a shell company or creating a shell company specifically for this Bid and are legally registered to operate a business under the Laws of their country;
- Are not being bankrupt or filling for insolvency, winding up or ceasing their activities, having their activities administered by courts, having entered receivership, reorganization or being in any analogous situation.
- Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly, anything of value to influence improperly the actions of another party;
- We comply with our national tax and social security laws.
Sealed bids must be delivered to the address below and deposited in the tender box situated on ground floor by the reception on or before September 18, 2024 at 14h:30 (South Africa Time). Late Bids will be rejected.
The outer Bid envelopes marked “Procurement of Data Centre Infrastructure as a Service (IaaS) for AUDA-NEPAD on Public Cloud Platform for Three (3) Years. Procurement Number: 56/AUDA/DOO/MIS/RFB/2024”, will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on September 11, 2024 at 14h:45 (South Africa Time).
Electronic Bidding will not be permitted.
All bids must be valid for 90 calendar days and must be accompanied by an original Bid Security of Ten Thousand United States Dollars (US$5,000.00) or its equivalent in a freely convertible currency in the form of a Bank Guarantee.
