As currently formulated, the proposed initiatives under the NEPAD Comprehensive Africa Agriculture Development Programme (CAADP) focus on investment in three "pillars" that can make the earliest difference to Africa’s agricultural crisis, plus a fourth long-term pillar for research and technology.
