Empowering Growth: Maximising Value in the Digital Economy

The African Union Commission (AUC), in partnership with African Union Development Agency-NEPAD (AUDA-NEPAD) successfully launched a Technical Assistance Program aimed at supporting the implementation of the AU Data Policy Framework. The event, held virtually on 27th February 2024, marked a significant milestone in Africa's quest to leverage data for sustainable development.

Recognising the role of data in policymaking and digital transformation, the African Union has long championed efforts to harness its potential. This commitment culminated in the development of the AU Data Policy Framework, which was endorsed in February 2022. The framework aims to establish a common data space and governance mechanisms to drive sustainable and inclusive data-driven economies and societies across the continent.

The Technical Assistance Program, supported by the German Corporation for International Cooperation (GIZ), aims to expedite the implementation of the AU Data Policy Framework. Through capacity-building initiatives and policy development, the programme seeks to empower AU Member States in domesticating the framework and enhancing their national data systems and capabilities.

The Data Policy Framework Implementation Project is designed to achieve the following objectives:

  • Promote Interoperability: Enhance data systems' interoperability among Member States to facilitate cross-border cooperation and reduce compliance costs.
  • Raise Awareness: Increase awareness about the value of data in digital markets and develop regulatory frameworks to facilitate data sharing and interoperability.
  • Develop Data Infrastructure: Promote the development of secure data infrastructure in Africa to reduce operational costs and support economic growth.
  • Harmonise Policies: Foster harmonised regional and national policies to facilitate cross-border data governance and value realisation.
  • Monitor and Evaluate: Support the monitoring and evaluation of the implementation of the AU Data Policy Framework to ensure effective enforcement and compliance.

During the launch event, senior policymakers, experts from Ministries of ICT, Data Protection Authorities, Regulatory Authorities, and representatives from Regional Organisations involved in the implementation of the AU Data Policy Framework came together. The event provided a platform for participants to gain insights into the Capacity Assessment Tool and the expected outcomes of the Technical Assistance Program.

The virtual launch of the Technical Assistance Programme underscored Africa's commitment to leveraging data for sustainable development. Through concerted efforts and collaboration with stakeholders, the AUC and the AUDA-NEPAD aim to realise the vision of a data-driven Africa, where data serves as a catalyst for inclusive growth and development.
